During an environmental assessment of the property, a former gypsum waste disposal landfill (without a liner or leachate control) was discovered. Area surface water runoff had infiltrated the base of the fill, creating a natural subterranean stream.
Closure was ordered by RIDEM under the RI Solid Waste and Wetlands Regulations. Resource Controls performed subsurface characterization by analyzing historical data and concluded that the fill material was not hazardous and that groundwater had not been impacted.
Resource Controls prepared a Site Investigation Report, conducted extensive negotiations with RIDEM, and performed land survey and engineering evaluations to fully define and evaluate alternatives for mitigation activities. Options analyzed include complete removal of the fill material, possibly for beneficial reuse, diversion or enclosure of the subterranean stream inside a culvert and construction of a retention basin to control downstream transport of sediment. |
